Online/offline monitoring based on heartbeat?

Dear Sirs,

I've seen many devices can send an heartbeat but which devices can act as monitoring to these signals? 

i.e. simple use case wait for heartbeat every minute if more than 5 minutes are passed without receiving heartbeat trigger an alarm ON. If device get back sending heartbeat send alarm OFF. 

Any list of manufacturer/devices that can do this?
