Secure devices doesn't respond in appropriate time

Hello,

In a project I have secure devices and non secure devices.

Secure commissioning deactivated, but I set a BCU Key.

All the devices accept the application without error except the devices with secure comm.

What could be the issue?

I tried to deactivate the BCU Key but the same.
