My experience with this is that the EEPROM is used up and you have to replace the product-1 -

I have seen this error many times before.
Probably, you are trying to download with the incompatible device file.
Kindly check the device file name or even version number.
You can check the device firmware version thru ETS -> Device Info. (Device file does not matter. Actions are performing thru individual address.)
