Downloading device configuration

I'm trying to configure an IP gateway for a KNX system THe Mainline contains two IP gateway and one USB interface and all these interfaces on default, I want to reconfigure one of the IP's gateways But always an error appears ( one or more devices on programing mode) when I scan the device in programming mode I found that there is no any device.

After I set the IP in programming mode the scan shows that the IP Individual address and multiplied by 5 some times and some times 4 : (2.1.254) (*4), (2.1.254) (*5).

so what to do in this case and what the scanning result means?
