Developing front end application KNXnet/IP

Hello,

I am new to KNX, this is going to be my first project. 

Need information on how to go about developing front end application which will be used to switch on/off lights using tab or laptop(Windows 10).

Apartment has configured/working setup circuit has IPR/2.1 module (KNXnet/IP), just need windows 10 application to switch on off things.

Please advice on required tools /software to develop front end.
